We are pleased and proud today to announce that public sector Human Resources professional Jennifer Curtis has joined our team as senior recruiter! She has more than 25 years experience providing skilled service to California agencies, having held leadership positions at three cities and a large university.

Here at Teri Black and Co., LLC, she will leverage her experience, relationships and insight to manage key recruitments for our local government clients.

More about Jennifer Curtis

Jennifer Curtis has more than 25 years of experience in public sector human resources. Most recently, she served as the City of Pasadena’s Human Resources Director (2015-2021). Jennifer has a proven record of collaborating with executive teams, unions, and employees to implement programs that support organizational culture, align with today’s work environment, and comply with state and federal laws. Her areas of expertise include recruiting and hiring executives and managers, organization-wide program development and implementation, employee communication, and labor relations, including serving as chief negotiator. Jennifer worked with elected officials to develop and administer performance evaluations for council-appointed executives.

Jennifer earned a master’s degree in Mass Communication/Public Relations from the University of Florida and a bachelor’s degree in Communication with honors from U.C. Santa Barbara. A believer in lifelong learning, she also holds a Senior Professional in Human Resources (SPHR) certification, a Labor Relations Master Certification, and a certification in mediation.

Jennifer served as a Board member and President of the California Public Employers Labor Relations Association (CALPELRA) and has presented sessions and served on panels at conferences, including the League of California Cities, Municipal Management Association of Southern California/Women’s Leadership Summit, and CALPELRA.
