Another big night on Wednesday, when the Escondido (Calif.) City Council unanimously voted to appoint Sean McGlynn as the new City Manager, replacing the retiring Jeffrey Epp. McGlynn has been City Manager for the City of Santa Rosa (Calif.) for the past six years.

TBC Senior Recruiter Tina White, who managed the process, said, “It was a pleasure to work with the Escondido City Council on this exciting recruitment. I am confident that Sean’s diverse experience, high energy, and enthusiasm for public service will allow him to hit the ground running and I look forward to what he will accomplish with his Escondido team.”

While making the announcement to the City employee team, Mr. Epp shared, “Sean was described by his references as energetic and intelligent, with a ‘big picture’, inclusive and collaborative leadership style and yet it was noted that he is not afraid to make decisions. I have had the pleasure of getting to know him recently, and will also tell you that he is simply a really nice guy. I am so thrilled to hand the baton to him as Escondido continues to move forward.”

During his 18 years in local government, McGlynn also served as Deputy City Manager of El Paso, Texas.

McGlynn is well-known and well regarded in local government circles as community-focused and a strong supporter of collaboration and leadership development. In 2020, he was named “City Manager of the Year” by the City Manager Foundation. He led the City of Santa Rosa through the response to the catastrophic Tubbs Fire in 2017, and made a documentary film, Last October, highlighting the heroic efforts of his team during and after the wildfires.

He holds a bachelor’s degree in History from the University of Pittsburgh and a Master’s degree in Theater from UCLA.
