On March 1st, Julie Yuan-Miu joined TBC after a distinguished 28-year career in municipal government. She began her public sector career in human resources and most recently served as Assistant City Manager in Pleasanton. Her full range of experience includes recruitment and selection, personnel and benefits administration, training, as well as classification and compensation. Julie also served as the chief spokesperson in labor negotiations as part of her Assistant City Manager responsibilities in the Cities of Pleasanton and Tracy, California.
While Julie will be involved in the majority of the firm’s searches, she will play a key role in supporting the needs of our ever growing Northern California client base. “Julie has a unique passion for recruiting and incredibly sharp instincts when it comes to personnel matters. Through our work with the City of Pleasanton over the last four years, we have admired Julie’s professionalism, exceptional standards and insistence on quality results,” said Teri Black, CEO & President of Teri Black & Company, LLC, an executive search firm specializing in local government placements.
Julie’s numerous accomplishments in the public sector extend well beyond Human Resources. As Assistant City Manager, she oversaw the successful completion of several multi-million dollar capital projects and extensive community facilitation efforts. The breadth of her local government experience also includes service in the cities of Concord and Milpitas, as well as the Dublin San Ramon Services District. Julie received her MPA degree from California State University East Bay and holds an MPH degree from the University of Hawaii (East West Center) along with a Bachelor of Science degree from Cornell University. She is based in Oakland, California.
Teri added, “We are thrilled about this new addition to our team and delighted to expand our outstanding level of commitment to clients we have not been positioned to serve in the past.”
