We are honored to celebrate the City of San Bruno’s selection of Joseph Toney to serve as Assistant City Manager. We couldn’t be more thrilled for Joe as he closes 2025 with this incredible accomplishment having competed against 73 other candidates.
Joe was most recently Assistant City Manager and Acting City Manager in the City of Malibu, where he played a key role guiding the city through both the Franklin and Palisades fires, the latter of which is considered one of the worst disasters in California’s history. Before Malibu, Joe brought his talents to the City of Simi Valley as Director of Administrative Services. His impressive journey also includes senior management roles in Santa Barbara County and formative years in the City of Long Beach.
Joe brings a wealth of local government experience to San Bruno. City Manager Alex D. McIntyre stated, “I am very excited to have Joe join San Bruno’s executive leadership team. He will support key programs and initiatives for the coming years that enhance our community’s quality of life and strengthen the city’s fiscal sustainability.”
Joe earned his MPPA from Cal State Long Beach and a Bachelor’s in Political Science from the University of San Diego. He also cohosts a new podcast, American Dream Factory, where he covers the big topics of building great cities, community and belonging. Earlier this year, Engaging Local Government Leaders recognized Joe as one of their top 2025 Influencers for his outstanding leadership through the Malibu fires. He’s set to kick off his new adventure in San Bruno this January, after wrapping up an interim assignment as Director of Finance for the City of Big Bear Lake.
