The City of Redwood City has named Adrian Lee Public Works Services Director. He has served as the Interim Director since last May after serving in multiple roles in the department over the last 13 years, including Assistant Public Works Services Director and Chief Sustainability and Resilience Officer (CSRO).
Adrian holds an MBA and a bachelor’s degree in business administration from San Francisco State University. As Director, he will oversee a department of 116 team members and an annual operating budget of $131.8 million.
In addition to filling the Director’s position, the City will also be promoting Justin Chapel to the role of Assistant Director and CSRO. Justin has invested the last 17 years of his career with Redwood City and brings 28 years of municipal public works experience. He has recently been serving as the Interim Assistant Director following 12 years as a Superintendent overseeing the City’s water and utility operations.
Justin earned his bachelor’s degree in business administration-management from San Jose State University and is pursuing his MPA. He is also a certified California Grade D5 Water Distribution Operator.

Their extensive operational knowledge, collaborative approach and focus on excellent customer service will position the department well as we continue maintaining critical infrastructure, advancing sustainability and resiliency and delivering the reliable services our community depends on.”
